You can access the event via the event timer, Farmer's Society Building and the tab from the Main event:

Yes! When you enter Farmer's Society, you'll see a Short timed quest called "A Clockwork Conundrum".​

Yes. Next to the deliver button on each step you will see a blue "Finish now" button, and the amount of BBs you need to pay for that particular step:
