You can participate in this event from level 3.

You can access the event via the event timer, Farmer's Society Building and the tab from the Main event:

This quest requires event drops to support the "A Sea of Stars" Event. Find more details about the Event here.​

Yes! When you enter Farmer's Society, you'll see a Short timed quest called "A Sea of Stars".​

* Can I pay with BBs to work my way through the challenges?

Yes. Next to the deliver button on each step you will see a blue "Finish now" button, and the amount of BBs you need to pay for that particular step:

If you click on it, you will be asked to confirm that you do effectively want to spend these BBs to pay for this challenge.
