    On the Barnyard Bills offer screen it says buy 750 BB with 8% discount for £18.39. However if I go to the bank and move the slider to buy Barnyard Bills up to 754, (with no discount), it says the price is £18.27. This means it's 12p cheaper to buy 4 extra BB's at full price.

    I think something may have gone adrift here.

    Unfortunately this seems to happen from time to time, some players experience good deals from the BBs in the bank, whilst others seem not to. The formula for exchange rates, taxes etc varies from location to location.
    The game team are aware of these issues and all I can suggest is you take advantage of any good deals your bank happens to give whilst they exist.
