    I'm not being allowed to plant this. The game mechanism makes it seem as if I have planted the seeds ~ however, immediately after watering and applying Manure, I end up with an empty plot and the seeds are still in inventory.

    You need to complete the bridge and then Area 2 will be unlocked and you can plant the bitter blades.
