Cannot put duck dwelling on first cloud row

    I have completed bunny love up to the first cloud row and went to place the items on the cloud row, however, when I went to place the duck dwelling it said that it wasn't in my inventory. I then put the first upgrade thinking that this was the case for this cloud row. Now I can't put it on at all, there is only the upgrade in my inventory and not the duck dwelling. Thanks
