Can't place certain Eerie Event animals

    I need to get one more seeding completed for both the cat and the sheep. I have enough creepy cabbage to be able to place each animal on that plot. However, neither one will set in place. Why am I not able to place them. Just to be clear, I am only trying to place one at a time.

    Update: Was finally able to get the get to set in place but still don't know why I have try so many times before it goes in place.
