Cloud rows still stuck

I read on tech announcements yesterday that the issue with stuck cloud rows was fixed. But my cloud rows are still stuck. I cannot go higher than rows 27 and 36 for four of my cloud rows.

I also am having issues with constant lag in the game requiring refresh or relog repeatedly. This has been an ongoing issue for awhile now. I have performed all the troubleshooting tips and the problem is ongoing.

Which of the cloud rows are you having trouble moving and in which category?
I have moved around your farm without any problems from the server. I also cleared your cache from the server. Which of the troubleshooting steps have you taken?
Have you allowed enough Flash storage? Have you also tried resetting the Modem?

The problem cloud rows are the following (all are 48hour rows):

Cannot move higher than row 27

Comic #8 Stalk Row

Country Doodles Stalk Row

Cannot move higher than row 36

Best Friends Stalk Row

Gone Fishin Stalk Row

I have cleared browser cache, flash cache, set unlimited data and reset modem.
