Drop rate on floral garlands

I know you get tons of these posts during events, but I really think something got mixed up. Not surprising with this complicated event. Please check into this.

If the drop rates are set different for each drop item, I'm pretty sure there was a mix up. It seems the drop rate for the shells is what the drop rate for the floral drops should be. Floral requires double the shells. However, I'm getting tons of shells and barely any floral.

I still don't understand why the shells are dropping from two items and the floral is only dropping from one. That's for the feedback thread though I guess. I have read others are having similar results. I have 1/3 of the required shells. Whereas I only have 44 floral, which is a measly 6.67% of the required shells. So 33% of shells vs. 7% of floral. There's a problem here.

The spotted shells are required ingredients in both the milled items Welcome Gift and Resort Flyers. You will need more shells than floral garlands to complete the event.

I understand they are required for the other mill item, but those are optional. That does make sense why they are being dropped from two items, but it doesn't account for the drastic lack of floral. We need all of the floral to even get to the flyers. Still with taking that fact into account the drops are still quite uneven. 984 roughly required of the shells according to the calculations on the strategy thread. With the drops I've received that's still 11% received vs. 6%. Vast difference. Especially considering that the floral is necessary, whereas the flyers are not. I feel like it doesn't seem correct. It should be a roughly 3% difference in drop rate. Also the fact that we need those 600 floral first should come into play.

However, if you say it is correct, I guess we will just have to deal with it and hope. I'll post this in the feedback.
