Florist recipes

Hello,
I was looking for information on the 'tropical garland' but it doesn't seem to be in the florist FAQ so I can't find the requirements to make it or what it does. The relevant FS quest says it gives the recipe but there are no details.
Also, what does the 'Winter Wreath' do? The FAQ says it gives + 50% on Sunflowers for 10 hours. Is this +50% ep or +50% more sunflowers given when harvested? +50% ep seems like a very poor reward for such a high level item.

Tropical Garland

Ingredients:
1 x Floral wreath
50 x Florist wires
50 x Jovellanas
50 x Proteas
50 x Zebra plants
50 x False Bird-of-paradise

Effect:+1 revenue from tropical "Flowers" for 6 hours
Buff slot required:Gold

The Winter Wreath gives 50% EP on sunflowers.
