FS quest 'Closed for Renovation' error?

    This quest is rather strange.
    On level 2 it asks for 12/16/20 'Michael Sheepson' which is the 5th upgrade of zombie sheep.
    On level 3 it asks for 8/10/12 '13th Zombie Sheep' which is the 4th upgrade.
    This doesn't seem logical as working through quests generally becomes progressively more demanding.
    I think these are the wrong way round or level 2 should be asking for 'Radioactive Zombie Sheep'. Either of these would make more sense.

    The Quest order is correct. I do not know the reasoning behind the Game Teams choice :p
