    It says I have to have 12 neighbors to help me clean up the meadow before I can use it. I appear to have 13 neighbors, but it won't let me proceed.

    What am I doing wrong?

    Farm Name: Bruner01
    Level: 17

    I think I figured out the issue. I have 13 people that I added as neighbors, but only 2 that have stars, which I assume means the others have not yet accepted my neighbor request.

    The star lets you know that they have leveled up. If any of the avatars are faded, that means the invite has not been accepted/declined yet. As soon as you have 12 active neighbours, you will have access to the green meadow.
