    I have 13 people (not greyed out) in my neighbors area on the right side of the screen. It still says I need to have 12 before I can clear the field. Am I missing something?

    If you got enough neighbors, then maybe you still need to reach level 17?.....the meadow is unlocked at level 17+ according to the FAQ.

    As Michael1877 kindly pointed out, you have to be level 17 to have access to the Meadow. As soon as you reach level 17, the Meadow will open up as long as you keep your neighbours till that time.
