How does a player produce Pinkie pies?

I am not assuming it means we have a lot of 9 fingered farmers...(snark!) Oh wait!!??!! is it a Moonlight Mania bakery and yes...pinkies are needed? (kidding)
but how does one produce Pinkie Pies? What ingredients are needed and what level does a farmer have to achieve in the Bakery within the Artisans Village to bake Pinkie Pies. Is there a recipe for Pinkie Pies that a player can purchase?

 

It's at the bottom of this chart. The recipe is not available for purchase at this time. (I am not a mod.)

So is it an option to bake and does it come as a standard recipe with the upgrade to Level 5? or is this something that is a rare recipe and only those who were aware to purchase recipes got it in 2013 and its no longer an item one can bake and grandfathergrandmothered in to players that grabbed the recipe back in 2013?
Nevermind! I see it is not a default recipe! and in shop says No....got it! Do you have this recipe yourself BlackCaviar?

 

No I don't. I only started playing in 2014. Not to mention my bakery isn't at level 5.

 

PPP at my last asking was an award in the my little pony event.

I am finding the hard way some that say no are won in the perm. quests and some just can't be gotten.

The Rainbow Dash Pet was a reward during the My Pony Event in mid 2013, where the Pinkie Pie Pie recipe was also available. The Level 5 recipe cannot be bought at this time. Thank you to all who assisted.
