    What does it mean "Fill all of a customer's orders."

    This requires you to fill all 4 orders from one of your Farm House Customers.

    So that's what I did. I filled all 4 orders of Rock Houndson but it's still showing me to fill orders.

    your log shows you filled one of three. I think you have to do two more customers
