new land, open first?

    I cannot find this info anywhere, sorry if I missed it.

    Can the new land be opened before Baha, before all Baha fields are opened? Are there any other "prerequisites" other than, of course needing the 250 stars? It does not impact me any longer, but others have asked me and I did not know the answer, am curious myself. Thank you.
