    I am not a mod, but a lot of the rows, including the mill one to which you refer, were offered for specific events or special purchases and are no longer available. There are a few available from permanent quests (Jack's back, for example) and from runes on the Tree of wisdom. You can find details of those in the FAQs for those specific items.

    That said, it might be nice to have a full listing of ALL the rows that are permanently available in the row FAQs. However, the mods/developers are pretty overwhelmed right now and updating the FAQs seems to have fallen down in importance, particularly when its a "convenience" or "nice" modification, rather than a true error.
