Note: All event rewards are handed out as soon as all characters have reached level 9, you can keep playing until all characters are level 12, for extra rewards.
im a little confused what if we don't want the CR at level 9 but we want all the givers do we still have to level all characters up to level 9 to get the rewards

You get all the EP givers from the event if you complete the following:

Step	Reward
4 Characters reach level 1	1 x Chicken Prodigy
3 Characters reach level 3	1 x Dog School
4 Characters reach level 5	1 x Walk the Balance Beam
3 Characters reach level 7	1 x Mud Bath
4 Characters reach level 9	1 x Event Cloud Row

If you want a 2nd set of givers from the event, you will have to get all 4 characters to level 12. If you only want 1 set, the chart shows you how many characters have to reach a certain level.
