The ones you purchased are located on the other 2 Summer Days Cloud rows. You did not purchase Staying Afloat or the other 2 decos a second time.

No, now that the event is over, you cannot purchase them from the event shop. You can try to see if you can trade for them in the upcoming Gift and Trade event later this month.
