You can participate in this event from level 3 with Bahamarama Plantation unlocked.

You can access the event via the event timer, Farmer's Society Building and the tab from the Main event:

This quest requires event crops and drops from the "Carnival Queen" Event. Find more details about the Event here.​

Yes! When you enter Farmer's Society, you'll see a Short timed quest called "Too Much Candy".​

* Can I pay with BBs to work my way through the challenges?

Yes. Next to the deliver button on each step you will see a blue "Finish now" button, and the amount of BBs you need to pay for that particular step:
